Assuming you mean "why is that happening?" the older figures use a system where the vertex weights are not assigned from a list (the weight map) but are calculated from where the vertex lies in relation to two pairs of angled planes, and optionally in relation to a pair of spheres. The angles of the planes and the positions of the planes can be adjusted (with the Joint Editor tool) but there are no maps to edit with the Weight Paint tool. You can convert the figure to weight-mapping via the Edit>Figure menu if you want to adjust it in a way that the parametric system doesn't allow.
