New Downloader won't run (elevated permissions?)

I got the notice that the downloader had a new version, so I clicked the install button.  Now, I get a message saying "Can't run with elevated permissions".  I can't even bring the program up to check what permissions need to be changed.  What can I do to get the downloader running again?  Is there a way for me to get the previous version?
