You need to select the surfaces that should be lit (most readily with the Surface Selection Tool) and apply the Emissive preset (in Shader Presets>Iray>uber)- hold down the ctrl key (cmd for Mac) while applying the preset and in the dialogue that opens choose the Ignore option for Maps, this will leave the text and other elements in palce on the signs that are more than a flat colour. In the Surfaces pane adjust the luminance as required, and perhaps the colour temperature. Here I just added the emissive sahder to the two blcoks of Chinese writing, the bulbs, and the restaurant sign, upped the luminance on the two sets of Chinese writing, and added a point-light to the shop interior (also upping its luminance), then turned the film ISO in Render Settings to 800. It needs more light, both for effect and to improve convergence (this wasan't quite done, and had taken eleven minutes on a GTX 750Ti card), but shows the approach.
