Does Arabella 7 have to be the ninth item to get the discount?

I've got one of those special offer messages saying I can get Arabella 7 for $5 as the ninth item in my build your own bundle. But there are only six items that I can put in my bundle, I must have already bought all the other eligible items, and Arabella 7 is showing as $24.27

Is this offer only open to people who buy the full eight items in the bundle or is it a store glitch?

    Yes, though you could I suppose see what happens if you add a couple of bundle items that you already have.
