I have several figures that feature 8k HD, and in details say things like "High-resolution 8K and 4K PBR materials". My question is, how to I change from 4k to 8k? And where can I look to see which is selected (or default)?

Unless there's an included Material preset that specifies 4k or 8k, they're just talking about the resolutions of included textures.
Some will be 4k, some 8k, but there's not both 4 and 8k for each surface.
To figure out which surfaces(arms, torso/body, cornea, etc), you can click on the texture box and in the popup, select Layered Image Editor, and it will tell you the resolution.
Scene Optimizer can also tell what size textures are being used on each surface.
I'm not familiar with the texture box. I can click on the Surface Selection Tool and choose a body part, but the Surfaces Tab doesn't show a texture box. I'm also not familiar with the Scene Optimizer. I don't see any Pane or tool by that name?
The "texture box" is present next to the individual channel in the Surfaces tab.
These channels inclue "Base color", "Translucency color", and "Base Bump", when you have a particular surface selects, such as "Arms".
The Scene Optimizer is a third party script package available in the daz store here.
If it's advertised on the product promo page (in the Daz Store) then usually you'll find the DrunkMonkey's first suggestion is most likely.
(In studio) Expand the character folder and (maybe) then expand the materials folder... usually you'd see something like 8k or HD as a preset you can select (sometimes HD presets come with both 8k textures and hd morphs, sometimes just hd morphs, sometimes just 8k textures and yadda yadda)
