i was thinking of this

I think a Billboard maker would suffice for that
probably stitch a bunch of stuff together. Because their are a lot of models in that if you did it as a set. buildings, signs, vehicles, not to mention it's shot with a telephoto and there's a lot of depth compression, it's quite a few blocks deep.

The images below have a bunch of buildings and I think 9 layers starfting with the parking lot of front to the buildings up on the back.
But I think it's way short of the amount of stuff the image you posted would require unless you use Wendy's suggestion and billboard it.
Even the PS file is about 350mb at 4k x 2k
and has 20 different layers.
Checkout "Americana" over at Kitbash.

thanks. thats interesting for sure.
And expensive
And time consuming to convert into Daz props, according to the late lou_harper:

Everytime we get a request for normal American towns, homes, and whatever, I think of lou_harper and repeated plea for them. Lou would be so happy with @Stonemason now.
it that's the set I think it is, it has a lot of glitchy stuff. like tv antenas on the lowest roof on a building and I think there were proprotions on windows etc that were just plain wrong partularly for a $200 set
