make 4.24 and it's beta use the same layouts etc

[How  can I make 4.24 and it's beta use the same layouts etc?] thought maybe I had to restart 424 to get it to use the layout in 424 public, but no. 
And I think the same question applies to modifing the interface like adding shortcuts etc.

OK in data roaming now can I just make the folder in the public one a shortcut from the base one?

just cut and pasted the new layout from the one folder to the other and it saw it right away. 
But is there anything specific to the public that shouldn't be in the base one or vice versa?
