trying to pin a badge on a chest.

Hi All.

As it says above, I am trying fix a badge on the chest of a figure. 

Parenting it to the chest or the top is not working, 

I do remember someone posting in the forum about another way of doing it, but for the life on me I cannot find it.

Can anyone recall the post or know How I can achieve this?
