I saw the product "dForce M8 Oversized Varsity T-Shirt for Genesis 9" and really liked the look of the character on first two images. Does anyone know where I could find this character?

Sorry, I overlooked that you said "first two images", I thought it was the same character used on all the promos so I just looked at the one on the 4th promo where the face is easier to see, but looking again I can see that it's not the same one. Looks like it's the same character that is used on other promos from this vendor, like in these the two products, where you can get a better look at her, but I just don't recognize her here and now:

The Skin you are looking for is indeed a P3D and is this P3D Stephanie for Genesis 9 | Daz 3D (you can zoom in on a Couple of the Promos to compare the Body Marks on the Neck and Chest, they are a 100% Match) also she is likely using this P3D Make Up Set for Genesis 9 | Daz 3D. Specifically the Foundaition to hide Stepanie's light freckles, and of course she has an overall skin tone change likely because of a combination of lighting used and a change to her skins Translucency Color (she already starts out at 0.85 so making that higher doesn't do much) or the Transmitter Color.
But you can be sure She starts from Stepanie's skin and likely a customized shape starting with her.
Good job. Yea, it sometimes takes some detective work and maybe a bit of luck to figure out how a character is created, if it is modded. In the past I used to use the eyebrows as the primary thing to recognize skins, but today when you can mix, match, and mod everything that often doesn't work. Spots on skin generally still works, if there are any, but it takes a lot more work than just comparing the brows.
