I would guess those are interpolated hairs gettign odd rsults because of the directions in which the adjacent guide hairsa re pointing, though it does look as if the hair density is low which may not help. Are you able to post a scene file for others to look at, if this hair is your own work?

I will make an assumption that this thread relates to creating hair with Daz Studio's SBH Editor. If that's the case, then hair sticking up at a part or at the crown is due to interpolated/child hairs being influenced by neighboring style guides, as Richard said. Interpolated/Child hairs take influence from nearest (three?) style guides. One of the following will work:
Adjust style guides at the crown/part area (which i assume you have already tried)
Remake hair using a haircap with more vertices, to spawn more style guides at the crown/part area to give more control
Split the SBH groom into multiple different SBH grooms, one for each side of part
Adjust single guide settings. This should be put under the influence of a Paint map/mask (note that any part of a groom under influence of 'Single Guide' will cause issues with clumping)
