I don't pretend to be a dressmaker, but...
I've watched lots of those clothes making reality shows with my wife, though not with the fervor she does - I'm just good at discerning who's going to win in an episode of any given reality show, with about 80%+ accuracy or so. But anyway, it seems to me that https://www.daz3d.com/dforce-strapless-dress-outfit-for-genesis-9 does indeed have straps. I have no complaints about the quality of the item itself, just the naming ot the item in question. Of course, in my title admit to not having the qualifications to be a dressmaker, so it could be that those shoulder thingies are just enough not straps to qualify for the description, but it's a niggling detail that obviously irks my sensibilities. I am willing to be schooled in this matter however.

well it has off the shoulder sleeves
but sleeves are not straps
they go around the arm not bodice to shoulder and more substantial than straps
Straps are very often referred to as "trims" in DAZ or at least in the DAZ store, and on other sites as well. There are often references to "oxter", which is an arm hole according to the all-knowing on-line search. What's baffling is when there's an adjustment for the oxter on a top that is both sleeveless and strapless.
Adjustments assimilated. My thanks.I looked up oxter a time or two, due to its prevalence here, but it doesn't seem to want to stick in my brain for some reason.
