There are men's trousers, and other clothing from the 1930s in the DAZ Store for the M4/V4 & Genesis generation. Most are Platinum Club products too if you are a member.
I have a few suggestions but none are perfect.
https://www.daz3d.com/dforce-sleuth-detective-outfit-for-genesis-8-males and https://www.daz3d.com/dforce-sleuth-detective-outfit-textures are approximately 1930s, but no suit coat and no cuffs.
https://www.daz3d.com/dforce-casual-craze-for-genesis-8-males and its textures again around that period, but no suit coat and no cuffs. Too casual.
https://www.daz3d.com/dforce-bootstrapper-outfit-for-genesis-81-male and https://www.daz3d.com/dforce-bootstrapper-outfit-textures- unfortunately, no cuffs.
https://www.daz3d.com/dforce-black-jack-outfit-for-genesis-9 and https://www.daz3d.com/dforce-black-jack-texture-add-on are for G9 and you might be able to autofit or convert down. There are some cuffs but look at the promo images. Not the greatest.
I have the M4 suit and it also doesn't have cuffs.
The baggy suit pants of the first half of the 20th century with cuffs seems to be hard to come by. It might be due to 3d limitations or our current perceived preferences? But cuffs, like ties maybe due to the difficulties of 3d modeling the layers. I am not a modeler so I am only speaking from reading comments from PAs on the forums.
