Animating at an even rate of change

Greetings!

 

I am trying to animate a vehicle's wheels. The range of rotation ranges from -100% to 100%, which is one complete rotation. If I set the first frame to -100 and the last frame to 100, the wheels start off turning slowly, then speed up, and finally end spinning slowly again. This is completely unacceptable for this project. I need to have the wheels spinning at an even rate. 

Setting up a 45 frame loop, I have 9 natural checkpoints, so at each of the 9 checkpoints, I advance the rotation 22.2%. Now, I have a "long" section of no movement at the beginning and the end of what's supposed to be a loop. I've cut off several frames from the beginning and end, and I still have a pause in rotation.

I need to fix this. Does anyone know how?

    In you timeline click the keys for the wheel and rightclick and Set Key Interpolation to 'Linear'. Default is T (TCB) there is gradually in and out.
