changing scale on half the items in a scene, better to reduce or enlarge?

I want to change the size ratio between the characters and the background. 
Does it make any difference if I blow the scenery up or reduce the size of the people? 
Theoretically it's like reversing say the x-axis from 100 to -100. 
Logically it just means the program applies one change to the objects description? 
But if the program processes in a certain sequence of steps it might be more effective to do one instead of the other. 
----
I know this is probably like saying if you're computer crashes and there's no one around to hear did it make a sound?

    I am actually in the middle of doing this exact thing for a render I started yesterday.

    I originally tried reducing the "small" elements to 10% but the lighting looked incredibly weird and it was troublesome trying to fix it.  So I am now working with the "big" elements scaled to 1000% which is making the scene look much better. The only issue so far is zooming and navigating around is a little more "sluggish" but that is probably fixable by temporarily adjusting the zoom sensitivity in the UI panel.

    Only anecdotal evidence but hopefully that helps.

     that's basically the route I took particularly since I tend to do layers and put them together in PS which means I can use older render pieces. 
    And if you upscale the objects you can always use gigapixel to upscale the textures. 
    I've used some of those photoscan terrains and while they look okay at the 4k or so they usually load the object at upscaling to 16k makes them look better. 
    I did scale some to 32k but can't remember if daz refused to load them.
