Genesis 9 eyebrows
I don't understand what's going on with G9 characters, some have fiber brows listed in the scene tab others dont', likewise with the card eyebrows while other characters have nothing but a standard eyebrow listed. I have also seen some with both. What am I missing here?

I think you have it all; there are a variety of ways to achieve brows much like Genesis 8 which also had card and fiber brows. By mixing them, you can achieve even more specific looks.
Ok, Gen 9 has card eyebrows, fiber eyebrows, sometimes painted on eyebrows, sometimes just card eyebrows, sometimes just fiber eyebrows and sometimes fiber and card and painted on eyebrows with the painted on eyebrow already on the character which screws up trying to put anything new on the character. I bought an eyebrow product for G9 and only the fiber works on the character I bought it for, but you can still see the painted on eyebrow under it. The card will not work because there is no card eyebrow listed on the scene. Ok, HOW do you use a card eyebrow when their is NO card eyebrow listed? HOW do you use a fiber eyebrow when there is no fiber eyebrow listed? How do you do this? Or is it impossible to use it if it isn't listed in the scene tab? Is there a way to add a new type of eyebrow to the scene tab list or Is this some creator's way of making a character the way they like it because they only like painted on eyebrows? I do not understand this.

You can load the standard eyebrows (not exclusives included with the character set) from the \people\genesis 9\anatomy\daz originals\base anatomy\ sub-folders, and apply any desired materials to them. Characters will often include the eyebrows they use, which can be loaded onto any character. Just make sure you are loading the item, not materials for the item (check the tags at top-right of the thumbnail).
Brows should load like anything such as clothes. So 99% of the time you can apply any brow to any character. I am curious what product has brows that only work with its own figure? Anyway if you have the Genesis 9 Essentials which is required with Genesis 9, you have a library of brows. Card brows tend to look a tiny bit more groomed than fiber but both are nice. The essential expansion has even more:
There is a product, Brow Eraser, that with tinkering can be used with genesis 9 with some tinkering...
