Texture Atlas not baking cutout opacity

I am trying to atlas a Goldtassel hair with 10 separate cutout opacity maps to reduce VRAM and also make use in Carrara easier

but Texture Atlas only sees the diffuse and normal map which are both just single maps anyway 

conversion to 3Delight with Riversofts script didn't solve this either

the hair surfaces all have the same UV just different strand arrangements via opacity to create realism, it has many surfaces
