Pose controllers broken when i load scene

I have a persistent issue with the pose controllers not working when loading a saved scene, if i do the ignore local transforms thingie it only partially changes, i'm at my wits ends at this point, does anyone has this issue, how do i fix it? that's on g9 btw. For more context this has occured only recently, on the 4.24 public release.

The bends aren't the issue, just the pose controllers
