One edge of Toon Outline refuses to render unless viewed from below

Evening folks,
Can someone help me understand why I would be having a single edge loop that refuses to render its Toon Outline unless viewed from directly below? I checked the normals on the polys and the edges and they're all facing the correct way, so it's not messed up normals which is usually behind Outline issues. The bottom edgeloop of the skirt is the only part that isn't rendering nicely.
