You don't seem to have a bundle to trigger the discount: I checked with the last DO bundle and the code worked as intended.
i just tried 2025-BLAST on one of my wishlisted items and it worked for me.
I can confirm that both coupons are working right now on my end. I don't know if 2025-Blast didn't work before (I don't remember trying it), but it's working right now and 2025-TOP-ACC is now working as intended for all categories as long as the requirements are met.

The Coupon "2025-TOP-ACC" really seems to work only with a bundle as the trigger. Unfortunately there is no bundle today.
Bought both Haerin bundles yesterday so only options for me are currently the Lumia bundle and the EG Hair bundle to trigger the coupon.
Hope that might be corrected to just a regular DNR later.
The 90% discount will only be triggered if you have a bundle in your cart, but neither the 80% discount nor 70% discount require one, and they are applied without any problem.
Understood. Still strange as it says to choose either a Debut or Still New Release Bundle and there is no Debut New Release Bundle available.

2025-TOP-ACC (70%) is correctly working for me now
The "Extra 30% off Still New with any Debut Release" is not working correctly. It only gives a 30% discount to the first five Still New Items, all Still New items after that do not get it. This is without a coupon applied so it's not being caused by one of them. Repeated the issue with multiple different carts btw.
The intent seems to be a bundle that is debut new or still new, which makes a degree of sense since a non-bundle debut already earns the 80% discount, but it is ambiguous when {bundle & debut new} = {}.
Haering release page still shows yesterday holiday sale promotion about characters but today was replaced with Clothes/Acc
(Even the Characters one was actually never valid without code as that page implied, but...details)
This is still broke and like the last few issues that I have reported, I doubt it will be fixed. So thank you for saving me money.

The 2025-TOP-ENV does not seem to work with Polish pool room and its in the enviroments for 90% discount list even though the other items are showing 83% off not 90%.
That Debut New in your cart is not a Bundle. You need a debut new Bundle or still new Bundle to trigger the 90%.
On the other hand, The pool room should be going for 83% in your cart. Odd, because I tried with a bundle in my cart and it goes over 90%
I don't see the Pool Room in https://www.daz3d.com/top-100-environments - you have a non-bundle Debut New in your cart, so that is the category you should pick from.
Well the advert states debut new OR still new bundle but whats even more interesing is that the pool room has vanished when i came back to check it again

Yes, the Pool Room is in the 200 item list for the 90% offer, but it is not in the 100 item list for the 80% offer. There are 7 Polish items in that offer vs. 12 items in the 200 item/90% offer.
Not sure if it's a mistake, but members' weekly freebie, Cyber Road Tunnel is listing Cyber Car as a required product.
My guess it should have been under products used.
I don't have the car, so I checked and the tunnel loaded without any error.

The “Hair, Tools & Effects” sale wording is a bit confusing again, today. It suggests that the top level (90%) is available when a “Debut” or “Still New Release Bundle” are in the cart. But it actually only works for bundles (Debut or Still New). Since there are no Debut bundles today, it would really make more sense to not mention “Debut” at all at the 90% tier.

It's been worded exactly the same way for the last couple sales. The wording is ambiguous. Neither interpretation is "the only interpretation".
Hence my use of the words “again” (as in this is not the first time) and “confusing”. When there are multiple interpretations of a phrase, as you suggest, the phrase can be said to be not clear—which is what I was raising a concern about.
It would not be unreasonable to look at the phrasing of the sale, “90% off* with a Debut or Still New Release Bundle”, follow the link on the word “Debut” which takes one to a list of items with no bundles, and conclude that any Debut item should qualify.
It wastes customers’ time when we end up trying to get a cart to work with items that seem like they should qualify but do not. (And I would not be surprised if some give up in frustration—costing Daz some sales.) It would be good if the Daz folks could instead use accurate wording in these promotions.
