Manga like long hair....

Hey everybody,
I'm trying to get the same hair and effect as on the attached picture ( "spagetti" hair as I call them because of the way they move and fall)
According to you, what would be the best choice of hair, what would be the trick in terms of rendering,etc...?
Any advice and idea would be more than welcome !
