I found two possibles and of course one that will require work, UltraScenery or UltraScenery2.
https://www.daz3d.com/1stb-mountain-road-tunnels - this has sections you could use without the tunnels in the shot.
https://www.daz3d.com/1stb-old-steel-bridge-on-a-desolate-road - this is not specifically a mountain/hill road but might have bits you can use.
https://www.daz3d.com/forest-road - has a tunnel so there might be a hill somewhere there.
DAZ seems to specialize in mountains and hills for hiking or ancient travel, rather than modern traffic. I didn't list any of the HDRIs.

+1 wish this existed... just a plain old paved road on an incline, preferably without a moutain tunnel.
One possibility may be the asphalt version of Harpwood Trail by Howie Farkes. It has the advantage that the assets can be used in UltraScenery too with the US addon I linked to. The disadvantage is that it's an addon to the basic dirt road version of Harpwood Trail . But the basic dirt road scene has a hill too.

Interesting. I actually threw an asphalt shader at the dirt road version of Harpwood to make a walking trail; I hadn't realized there was an official add-on. I hadn't even realized there was a hill involved, so I guess I'm looking for something more pronounced.
Personally, trying to avoid US. The renders I've seen others do with it have been beautiful, but it's just made me bang my head into my desk. The fact that my CPU struggles with it doesn't help.
I had a 2014 vintage 16Gb Win7 machine before my current one, along with a 6Gb GTX1060. It rarely used more than 4Gb VRAM (as is the case with my RTX3060) with 1 character and US, but it did grind through when there was mist. 2 hours with without mist, 4+ with mist/ground fog. Could that be where one part of the issue is?

Haven't even gotten as far as a render. Everything gets hideously laggy in just the scene creation part, and I could never get it to cooperate in making what I wanted anyway so I gave up. I tried reading the thread on the product forums, but mostly my eyes crossed.
I really do love it in theory, but it seems to require more technical skill than I have to get the level of customization I'm looking for. Maybe someday I'll get there, but at the moment my mental resources have me going for the low-hanging fruit when I'm able to sit down and do some art.
I wonder if someone could consider a hill road for a steep hill, so I could make good use of a steep hill sign?
And maybe a hill with a curved road?

I was unable to find a hill in the dirt road version of Harpwood. Where is it?
