CMS not connecting on re-installation 4.24.0.3

After regular crashes on my laptop for it's superior GPU, most likely due to it's tiny endowment of RAM, I decided to reinstall on my older desktop because it's a more stable platform for Daz. 

I've tried deactivating my security software, deleting all relics of the past installation, I've used DIM to install it, I've manually downloaded and installed without DIM. Nothing's working. Same results every time. I load DS, and the login prompt tells me there's no valid Postgre. 

DIM has no problem on its own with connecting.

Maybe there's a limit to how many times you can reinstall. Maybe I've hit that limit. 

I'm open to further suggestions.

    What is the OS on laptop?

    How could you tell "DIM has no problem on its own with connecting" ? The database icon in the upper right corner is fully white?

    DS adopts cms settings from DIM... if DIM shows postgresql service is started up, the connectivity in DS should work as well.
