Adding a fringe to an existing garment

Hi everyone. I'm wanting to add a simple fringe to an existing wardrobe item. I thought this would be pretty easy — use geometry editor to define a new surface, apply an appropriate texture to that surface, accounting as needed for rotation. The problem is, I can’t find any kind of generic fringe or trim texture or overlay in the marketplaces I normally check, and googling for "photoshop cloth fringe brush" gives me everything except that — all sorts of vectors, clip art, lots of sponsored results for cloth weave brushes, overlays, but not simple fringes. Any suggestions? I guess I could try to create my own opacity map in PS but I'm not really much of an artist, more of a "technician," so I'd rather find a good fringe brush or overlay to adapt to an opacity map. Open to suggestions.

you could try Strandbased Hair
while it won't simulate as that is a PA only addon, it will still follow the movement of the edge of the simulated garment
growing it set in a little and using cutout opacity on the rest of the edge after the fringe may help at least as far as collision and pokethrough is concerned
I don't know if these will help, but studying how PAs handled fringed outfits might give you some ideas.
