Can we adjust bones in Blender for ERC freezing for Morphs?
The Bone manipulation features in DAZ are quite limited, is there a way to adjust (Manipulate, Move, rotate, Scale) bones in an external program like blender then port them in DAZ, then do the ERC freezing? If there are advance tools built in DAZ (Other than adjust rigging to shape, Shape Rigger Plugin), please let me know.

I don't believe that is possible, no, but all you are doing is moving them (and possibly rotating them, but you could move their children and use the Joint Editor align command to help there)
