It's been 2 years, so let's see what happens... Ah yes, the classic Daz Studio welcome message - "A valid PostgreSQL CMS connection could not be established."
Good to see some bugs are immortal.

It isn't a bug, it's a problem - it could be a security software update interfering with the communication, it could be a corrupt database, it could be limited space on the disc with the database (Edit>Preferences>CMS Settings and check the Content Cluster path) or it could simply be that you closed DIM and immediately started DS, in which case the former might have told PostgreSQL to shut down but it wouldn't have finished in time for DS to restart it.
