couldn't change tab location on panes but fixed, locking panes also disables moving tabs.

I got tired of the auto docking feature. so I turned off docking to stop that from happening but it also removes the menu in the corner to move tabs etc.

considering how slow the interface can be at times it's amazing how quickly it can say on that pane just pasted over another one it's there now.
