Ground Reflections

I would like to create a scene with a character that has a black ground and high reflectivity, either a sharp mirror like reflection or a slightly blurred mirror like reflection. An example of what I am trying to do can be seen in the first image shown for this product :

I am not sure if I need to create a primitive / plane and get the reflection from that, or whether I should use the Environment Options Ground or Atmospheric Ground Fog settings (have tried playing with latter but not acheived the look I want).
Can anyone suggest the best / correct / easiest option to do this, and if its the Atmospheric Ground Fog, what settings to try?

This is done with a primitive plane, and some spotlights.
The plan is black with reflections at 1, and roughness at 0.
Can be adjusted to the purpose.
Felis, thanks for that, very helpful. There are a few surface controls for the ground primitive plane that I am not sure about, so will try some experimenting with those to see what happens. Also, I initially got a 'muted' reflection on the ground plane, but got a nice mirror reflection when I changed the setting for the Top Coat Layering Mode from Reflectivity to Weighted. I have a lot to learn but am making small steps forward! Thanks again for your help :-)
Finally acheived what I wanted to do, with a bit of additional post processing thrown in.
