How to fix this?

Genesis 9 model, the lip looks like this by default when I load the character

    That loioks as if a hidden corrective moprh is being aplied when it isn't needed - a new shape that (probably) helps the lips to close properly when a particular head morph is applied. Are you sure there are no poses or expressions applied to the figure on load?

    I checked hidden properties, there are no other morphs applied. I tried loading G9 model and applying the morph but the problem still persists

    If it is applying on a  freshly loaded figure, with no pose, then it may not be readily visible as it will be at its default value. You could try zeroing the figure (Edit>Figure>Zero) and, assuming the issue then goes, go to File>Save As>Suport Assets>Save Modified Assets - DON'T save, just note what is listed to be saved and then cancel and check those properties for the guilty one.
