How do I restore the content tab?

I was running 4.8 and my content tab and my smart content pane have both disappeared. I thought installing 4.9 would fix the problem but it did not.

    The panes are empty or completely gone?  If completely gone, try the Window menu at the top, Panes (Tabs), and under that should be the Content and Smart Content panes. Selecting those should bring them up and then just move them where you want them.

    Window>Panes(Tabs)>Content Library, or Window>Panes(Tabs)>Smart Content. If that doesn't work, or if you want a general tidy up, Window>Workspace>Select Layout and select your initial workspace layout.

    You can do it a number of ways. 

    1: reset your workspace via Window > Workspace > Select Layout

    2: Window > Panes > select the desired panes but they won't be docked.

    3: right click on a clear space on the side of the main pane docking window (as shown in attached) and select the desired pane and it will be docked.
