Renders with HDRI and dome overexposed

I have one scene from Polish "Summer Island" and also "DAZ Studio Iray HDR Outdoor Environments."

Even when loading the preset, the scene is way overexposed.  I see Gamma is at 2.2 which seems correct - with 1.0 shadows are way too dark. 

For the HDRI scenes/lights in the Render Settings, it's set to Dome and Scene.  Environment map defaults at 2.0, and it's way overexposed.  I dropped it to .5 and then it looks about right.

For the Summer Island,Environment I set to Sun-Sky only with the Iray Sun lighting, and I had to drop Environment Intensity down to about .55 so that the scene wasn't overexposed.

 

Am I adjusting the right settings to correct this, or should I be adjusting something else?  I've looked but can't find the answer.

    first off did you turn off the Camera Headlamp (preview Light)?

    if yes then I would say the HDRI isn't right as it should be perfect with the default Dome settings.

    In ToneMapping adjust the camera settings.
