Sale doesn't work

Site banner says 49% off entire site. Cool, I was ready to jump in. First time I started looking around, indeed pretty much everything except the new stuff was marked 50% off. Added a couple things to my cart, went back to shopping.  Now lots of things no longer have any sale price and the others are all 30% off instead of 49% (or 50%, whatever).  What gives?

Also, when buying a gift card, it does not give the 4.9% off. :(
