What is LOCAL USER in my Product Library?

I am curious what LOCAL USER is in some, but not all of my Product Library categories. Do I need to see this? If not, how do I remove it?

LOCAL USER is a catch-all for anything which hasn't been assigned to a product -- scenes and presets you create, third-party content without metadata, etc. It will show up in whatever categories individual files have been categorized in.

No, in DS 4.9 every asset has to belong to a product, so LOCAL USER is needed.
Better question:
Is there a way to get these assigned to the actual products? Preferably by figuring out which product, and redoing the packaging (ie, uninstall, fix, reinstall)
