If the port number (which is a pretty arbitrary number, as long as you don't go into the range of reserved values like 80 for the Internet Protocol) can't be changed then that suggests there is an issue with the path to the settings file. Does your Windows username, in C:/Users/, have any characters thata re not part of the base, US character set?

The entire Applications\data\Daz 3d file structure ends up on Drive D;....

I need to find where it is supposed to be on drive C: in a normal install...

It seems that it is supposed to be in the AppData file.

Thesettings will be in the AppData regardless, though the database itself may not.

    %appdata%/daz 3d/cms/

will get you there, the question is about the characters used in the username folder, which will be in that path when it is expanded to show the actual location of the appdata folder.
