How can I exceed the limit for moving the head in the direction shown by the arrow in the photo one without using dform?
How can I exceed the limit of the arm to make it longer without using scale or dform? (See picture two and three)

Turn limits off. right click on the litte cog symbol next to "scale" for the arm and next to "bend" for the neck. a window will pop up and there is a check box next to "Limits" uncheck it to turn them off, then click accept.
Hi, select the part of the body you want to move, go to the parameters tab. On the top right hand side of the dial you are using should be what looks like a fancy donut. Click on this icon and select parameter settings. It will load a dialogue box. Unclick the use limits box. Should allow you to do what you want.

Like Zombie says uncheck limits for the neck in the parameteres tab. Double click the gear icon to open the dialog box; uncheck limits; then hit accept.
As for the forearm lengthen, you need to be in the shaping tab. If you just have the female morphs, you're limited to lenghten arms unless you do a custom morph in another program. But.... If you have Wonderous Creatures for Genesis 2 females (assuming you are using genesis 2 female based on your screen capture) then there is a forearm morph included in that package.

Screen grabs are one for parameters setting dialog; one showing shaping tab and wonderous creature forearm lengthen which has also had limits unlocked.

Okay, I see what you are doing. Click the left mouse button on that gear instead of the right mouse button. It brings up a different context menu if when you click right vs. left.
