Jointed object..child doesn't rotate smoothly

Ok. I have an object made of two parts, a chain and a medal. The Medal is a child bone of the chain. (pic1)
This was made from a solid unit that I've given bones based on a rigging tutorial...setting the chain and medal as differnt faces, then briging them into the figure setup.
It has bones (2). It's weight mapped correctly so that the medal swings on the chain(3), and the chain moves like it should.
BUT, when I rotate the medal in any direction, VISUALLY, an empty frame moves while the mouse is clicked, but the medal itself does not (pic 4), but then the medal snaps into place when the mouse is released.(pic 5)
So it works like 90% the way it should, but clearly I have something wrong so it's not 100% correct.
Anyone have any ideas?

Hmm.. after saving it as an figure preset, then mounting it on the choaker it goes to, the peice moves just fine..weird.
