Multiple Item PA Discount/Stacking Not Working

I put multiple "PA Festival Even More Featured Products" items in my cart, and they are still only 40% off.  Am I the only one experiencing this?

 

Edit: It works when I go to "Checkout" but not when I click "Shopping Cart"  This did not happen yesterday or earlier in the past.

    Multiple PA Festival Even More Featured Products are showing the discount in the cart for me.
