SmartContent Pane won't show

I have toggled the SmartContent pane in the windows list, but it will not show up. When I do it with other pages, they are selected and move forward. I can't find it anywhere no matter if I toggle it on or off.

Try Window>Workpace>Off Screen Pane (Tab) Groups
