Is there anyway to unparent the camera from the Environment background. As we all know when we use an Environemnt image (not HDRI i know about those) But is there any way to lock the position of the BG plate?

Not as such. You could apply the image to a plane primitive, but of course it would look odd if you significantly changed the viewing angle.
