Monthly PA Coupon?

Why can't I get the monthly PA coupon to work on this item?

It's not new. It's a PA item.

Is it because it's below $18?

    It is definitely below $18

    you can add another not new PA item to get over 18$, the coupon takes all items being PA and not new in the cart into account

    for some sales additional discounts are not possible though but they usually have that marked like "not further discounts possible" not sure about the exact wording

    Thank you. I did that and it got me over the hurdle.
