Help finding custom asset artists

Hi,

Does anyone know where I could find reputable asset artists, or how I can make my idea come to life on my own? I want to do something with Boardwalk Empire's Richard Harrow character, but am having a hard time finding a mask like his in any of the marketplaces. I feel like there perhaps is someone who can make it, or maybe I can find texture materials that will help emulate the look, but I have no idea where to begin my search.
