If I wanted a specific, must-be Mad Hatter, then that one by Rhiannon at the other store (As mentioned above).

The other option is to stick a Top Hat on something Victorian/Steampunk (aka Victorian with Gears).

Get  the right hat, the rest of the costume is irrelevant, I think. Could even be a birthday suit as long as the hat works.

As for hats, there's also this free version which afaik looks really nice (had a look at it a while ago though I can't recall how good it is, but it's FREE!)

I guess pimping it with some playing cards and stuff should be possible...
