Any ideas why I can not access this section of the online reference?

    It's probably because it is still being worked on.

    Any idea when the docs will be finished, or is that wishful thinking?

    As different pages are worked on they get set live, but if they are being updated they become unavailable. Usually if you try again later they'll be available.
