That arty effect on them horses on the home page?

I am wanting to offer more variety to how my book covers look and I see some nice more traditional looking illustration effects around here, the one that caught my eye is the horses render on the Home page that looks like it has an outline and ink wash.

I would really like to apply this effect to some of my cover concepts like on this rough covet concept for instance.
There's also the CrabMech artwork that has a nice painterly vibe to it.

Can any of our more prominent tell me how this is achieved?

    Looks to me like Ron's Powder brushes were used but other then that I don't have a clue .......
