So... why doesn't the new partner acknowledge Daz3D?

You would use those resources to make either character textures directly, or to create merchant resources, for example. Yes that is exactly what is for. A large percentage of character creators have memberships there. We use to in fact when we were doing characters on a continuous basis.

I get lots of banners I don't use, most of them really. Don't see what the fuss is about this one. I actually might use this one because they have good pose reference sets. They've been around a while, surprised people aren't as familiar with them here.

...just that it's been known that some banners only go to certain individuals.  I've seen posts where people say they got this orange or purple banner deal while others didn't. so there are targeted ones and I thought this may have been one as I have commented in the past about developing custom characters with the resources sold here.

Not all character creators are PAs, there's no way for Daz to know who is or isn't interested in these. And targeted banners are the ones that rely on owning certain items or number of bundles and such.

There are content creators who sell their products somewhere else or create content for themselves. Those people are not Daz PAs but could be interested in the offer.

Besides the banner includes a discount on DO, which can be useful for any customer.

I could be wrong, but I think there has been an unannounced policy change on how Daz uses these banners. They used to be for individualized promotions - And they may still serve that purpose. But it seems they're also now used for more generalized announcements and promotions. In earlier years, the partnership promotion would probably have been on the home page with a top-left-corner banner. Now it's this orange banner. And who knows? Maybe it's based on buying characters or skin products? I got an orange banner before the last Jay Versulius tutorial and it contained a link to buy a season pass. No discount. Just buy a season pass. NBD, but rather strange.
