When a ticket goes into bug tracker are pas told?

I have found on at least several occasions that when something enters bug tracker as a known bug, that pas don't hear about it? Is this true?

That would depend on the nature of the issue - something affecting metadata presumably wouldn't be passed on, something that only the PA could fix presumably would. There are probably a lot of in-between issues that might be passed on to the AP or might be fixed by Daz.
