Sickle Genesis Robe issues with Hood or designed that way?

I have the Sickle Genesis Robe and I cannot get the hood to move with the characters head.
Am I doing something wrong or is it not possible?
I've tried re-parenting, re-fitting...
No luck.

    The hood movement bones are manual and are called Hood01 and Hood02.
