Ummm...I wannA convert Nerdy Girl hair to dforce. is it possible?

Some rectification of names might be in order. You can ADD dForce to the hair, which is as simple as adding a dForce modifier to it. Getting it to dForce well is a more involved process, and my understanding is that different hairs are more or less conducive to this process, but I haven't tried it myself. You can't CONVERT the hair as it is to "dForce hair", which is a spline-based system that only PAs have the tools to create.

It really depends on the hair if it will take to the dForce cloth system. The one you linked (my guess) would be a bad candidate. That hair doesn't look like it has a lot of geometry to work with...so it might end up weird. Though my best suggestion would be to try it. I've had some hairs, mostly those by AprilYSH (G3 and G8), take to dForce quite well. But again, they need to have a good amount of geometry to work with. In addition, there are others that I thought would work well that end up sitting there on the springs notification for an hour...and the only way to figure that one out is to try it.
There is a set of default settings you could try out there by EchV0...it helped me get started, but honestly I don't even use them anymore because the settings just don't seem to work for me so I just wing it myself. You'll want to definitely paint a dForce weight map around anything you don't want to move, such as a part or the top of the head that would typically not move much. Also turn off dynamics from any cap, otherwise it will slip right off the head. And get used to using the environment settings (gravity and air resistence).

That's very impressive. I tried those echV0 settings on some hairs and got nowhere.
Unfortunately, I couldn't get them to work at all either. I've had better luck experimenting on my own.

I guess (!) getting the tails and the bangs act under dForce should not too complicated. Apply dForce modifier, then set the weight for the whole hair to zero and manually apply weight to the few parts that will react anyway. Try it out and see of pieces start floating off and adjust the weightmap accordingly... sometimes it is easier done on simple hair, but usually the result isn't as spectacular..
Just try.. you can't really do any permanent damage
