EDIT: Well Phew. At least they let me download Lee, but I am not pleased. I can review my own transactions. I do not need 'the government' to do that for me.

If you google this you will find that quite a few people are experiencing this message whilst trying to pay with PayPal on various sites, and no one seems to know why it is happening

My initial thought was the same as Misty: Taxes.
My second thought is that Paypal may have just been hit with the same kind of government scrutiny that Western Union now operates under. WU has at least three federal agencies peering very closely over their shoulders.
Thanks for the info chohole, and SereneNight. I've had stuff pend in my bank, never at Paypall, yet. Something to do with servers talking to servers on busy days.
Reading that thread is alarming and funny at the same time. "The product is a makeup bag.", so reminds me of that Rocketeer Movie funny.
Thanks to the Diligent work of "The Government", This particular Vacuum Cleaner will Not fall into the wrong hands.

A few weeks ago my New Zealand bank declined all credit/debit card payments to DAZ. When I rang and fumed at them they told me DAZ had become the goto place to try out stolen credit cards before using them for major purchases. They were incredulous that they had a bone fide DAZ customer on the phone "did you really mean to make this purchase!?". For weeks, every time I wanted to make a purchase I had to ring them first and get the prohibition lifted for a two hour time frame. Finally the credit card thieves went somewhere else and I was free! to buy what I wanted when I wanted without the overseers. ;-)

I am pleased the transaction went through, but Paypal's site yielded no answers, as far as I can tell it is some random governmental audit compliance regulation.
Paypal's links to the explanation for the interruption were broken, and my email to customer service yielded a boiler plate response to something I didn't ask. Totally useless.

I'm not really keen on the government (US), stopping my transaction for any reason. It isn't their business. But apparently it is happening to some people. If it happens anymore with DAZ I will use a credit card.
I was using Paypal, and I have done for a few other sites, and never saw that message. I am in the UK and now use my Debit Card as the $ to £ conversion rate is better so my purchases cost me less :-)
Possibly US money laundering regulations?
I just had this experience with PayPal. The put a hold on a purchase I made here, citing unspecified government regulations, then had the charge reversed. I've had this happen twice before, but with another company where I purchase digital goods. I've never had it happen with Daz. I spent an hour on hold, trying to get an explanation -- there is none. They simply parrot back the explanation of unspecified government regulations. I'm ready to drop PayPal. It's becoming obstructive. While I appreciate its ability to claw back money when a sale goes wrong, I don't appreciate it simply cancelling purchases without warning or adequate explanation.

Had similar one during DAZ's new year's sale and they failed to do the checking in time... NEVER EVER will I use paypal.
ps: I'm from EU country too. I sent them a letter, explaining that they f... up majorly because it wasn't the first transacion between me and DAZ so they should have done it ages ago. (They didn't cared much about it.) Probably if someone would beat around the bush , they would be forced to pay compensation.
If key words are triggering the audits it may be important to understand that when naming content. My problem was most likely a texture set.... the yakuza texture expansion which flagged me for or audit.
This happened to me when I first started buying Daz products. For about two months I would have to call my bank before making a DAZ purchase otherwise it would decline the puirchase and send fraud alerts. After a few months, this issue whent away and now I have no problems ordering from daz's site. I live in the US and in GA, so its not an international only thing.
After 6 years of Daz purchases, I had my first inexplicable hold and chargeback late last year. Eventually gave up and used a CC, never did get a reason. Daz said it happened all the time to them - guess this thread is the proof I wasn't alone... :-) No problems since, though.
Yes, because of course the yakuza and other criminal types are going to broadcast their actual business all over teh interwebz like that. Good to know "The Government" has it covered by way of the Paypal Police.
Yes clearly keyword flagging is an efficient way to catch crooks.
I know it's a necrothread but this has happened to me with DAZ, Reallusion and a couple other sites, I was told too by the bank when it was a card it was because it was an unusual transactions of a type that had been linked with scamming at the time, they probably target less commonly used stuff like 3D to test stolen IDs, it has happened with paypal too.

Stopped using PayPal a long time ago due to other issues I had with them.
I still find paypal convenient and secure. yeah having it flag me once was a pain, but certainly not enough for me to stop using it.
Paypal is extremely secure for the user. I'll deal with inconveinece for the security it provides. I've needed to contest several payments in my life from sketchy people (and one case of fraud, $26 in gas across the country???) and it's always worked out.
I have been using PayPal to purchase from Daz for years. All of a sudden, my last four attempts to use it to make a purchase were "reviewed." In two cases, both times when I tried to purchase a gift card, the purchase was canceled. I spent more than an hour on the phone with PayPal the first time this cancellation occurred. I received no satisfactory explanation, only a vague allusion to government regulations. Last four purchases, all "reviewed," after years of no problems. These "reviews" are disturbing. The cancellations, without any consulation with me, are more than disturbing. That PayPal would monitor my purchases, then take it upon itself to outright cancel them, at Daz (I mean, how innocuous can you be?), is ... well, yeah, it's something to think about.
Yes, I've asked PayPal's assistance in the past to "pry" back payments that were unauthorized, but I initiated the request. This is happening without my say-so. It's very Big Brotherish, very unsettling. I'm going to avoid PayPal for on-th-spot purchases as much as possible in the future.
In hindsight, since each cancellation involved a gift card, I have to wonder whether PayPal thought I was buying a gift card for illicit (i.e., money laundering) purposes. If that was the suspicion, then it wouldn't tell me. Either way, this is not a way to continue. I won't be using PayPal again.
I've had it a few times. It may take a week or so (it took that long in my case) before the payment actually proceeds and gets deducted from your bank account, so just keep that in mind when you have this happen: there's a delayed payment of whatever you spent coming up later.
