How can I edit a walking animation AniBlock to make its figure walk in place and not walk forward on the z-axis?

Not really, certainly not without good IK. The problem is that if you zeroed out the hip translations, you'd also zero out any natural rolling of the hips not due to the character moving forward.
You might be satisfied with the results of instead parenting the camera to some bone in the figure, like the head.
Hmmm..., I thought that I had found a way to do that, to make a figure walk in place. Maybe it was a dream? Sigh, ancient brain cells.
I'll have to experiment again.
