    Stupid question; what software are you using?  
    edit there was a footsteps tool but I do not know what happened to it.

    It still exists, but the PA (Nerd3D) moved to Hivewire.

    Fluidos can do them too

    I haven't tried it, but in theory, dForce should be able to do it as well, though it would probably be a pain in the patoo if you need more than just a couple.

    Use a grey scale image of the footprints as a displacement map.
